Returns a collection of Sales Condition Groups defined for the given organization.

The response can be restricted to a single type of group through the salesConditionGroupTypeId filter: the price list context selects the groups of type SalesConditionGroupType.Price, while the discount contexts select the groups of type SalesConditionGroupType.Discount.
